These DLLs are related to Windows Media Characteristic Pack ( https://www.microsoft.com/en-us/download/details.aspx?id=53356 ). In order to discover that kind of beliefs your Windows 10 installation was either corrupted (this is nearly probably your example) or it doesn't accept the pack by pattern (for example all the Windows 10 "Northward" versions). My case was on Win x Pro N 1709 (x.0.17025 Build 17025) — the game (neither GTA IV nor EFLC) did not start after clicking "Play" button via the Rockstar Games Club launcher. Thus, putting those DLLs in the game dirs did not solve the consequence for me. I'm posting just so that other people are aware that there are multiple scenarios and multiple causes for what seems to be identical beliefs.
I'm running ten Pro N aswell. Windows media pack didn't fix the issue for me, merely these .dll's did.

I struck on the thought of installing xlive..
one. go to: ?:\Plan Files (x86)\Steam\steamapps\common\Thou Theft Machine Iv
two. and so 'installers' folder
3. install 'XLiveUpdate.exe'
working for me now :)

Prepare for Windows 10 Pro N Version.For me the outcome was using Win 10 Due north version, which does not have the media files required.
Even so I was Non going to install DLLs from random websites. This is dangerous as you practise non know what is inside those files (and some people are really recommending that you download them AND run GTA as admin compatibility.. This is not advised).To prepare I done the following:
1. Open up the steam folder and ({install location}\Steam\steamapps\common\Grand Theft Automobile 4\GTAIV and effort to run GTAIV.exe manually.
2. Verify y'all get the WMVCore.DLL Missing fault
3 Open Windows Settings > Apps > Apps and features > Optional features > Add a feature, and and so locate Media Feature Pack in the listing of available optional features

4. Repeat (3) for "Windows Media Thespian"
5. Reboot, et voila.

Rockstar removed windows live. Or is this ready for something else? because I'thou running that Bone and the games find straight from the install.

The fix was for me trying to install GTA on a new Win 10N build (With the only version of GTA bachelor from the steam store at the time of the comment)
I had to exercise those steps and thought information technology might help someone else.
And I know it was a bump and (another one at present) - only still thought it might help anyone wantng to install GTA in 2020.
I paid for this game. I feel scammed. It won't even open up.
